I don't know if Russell even approached Sandra. But I doubt she would have made the move. She hates Russell. She is now in a great spot. She can join Russell and Jerri (won't happen), Colby and Rupert (she tried that before), or Parvati (and convince the Heroes to vote out Russell or Jerri with her and Parvati).
She also stayed with the best player left in the game, Parvati. If she had went with Russell, then it's obvious that Parvati is gone next, unless Parvati wins immunity or joins up with the Heroes (which is likely). As it is now, she just knows there will be fighting between Russell and Parvati, and that she should be able to avoid having her name written down. She votes for Danielle, and she's second choice for Heroes+Parvati. And she's forced into an alliance with Russell, who makes some bizarre moves, turns on his alliances quickly and easily, is the one person she has been gunning for, and other flaws. And as a bonus she'd also get Jerri, who voted out one of Sandra's biggest allies in Boston Rob.
If Russell's plan failed because Jerri stayed loyal with Parvati and Danielle, Sandra is still going to most likely make top 4. Top 3 if she wins that immunity or she can split up the trio you mentioned. Or if she flips over to the Heroes after Russell is gone.
