That's not my complaint.

Rhodey should have said (eventually he did) that "Hey, there are innocents here, lets get this fight away from them NOW", but he didn't say it until several passes through the Expo. It's embarrassing that Tony didn't think of doing it himself.

I did hear him say he wasn't in control and that everything was targeting Tony. The very first thing they should have done was taken the fight to the countryside or out to sea. A lot less exciting, yes, but something Rhodey would have known to do and would have insisted on.

All it would have taken at that point is Whiplash starting to target civilians and Tony would have stayed. Whiplash eventually did this, but after Rhodey said they should leave (IIRC.

Instead, we get two heroes blithely ignoring the danger they are putting civilians in with their bobbing and weaving through the Expo buildings.
