It would only make matters worse for the local populations. In most cases, political sanctions constitute the right solution, not financial ones.
That applies to Iran, for instance. (And I have that straight from Shirin Ebadi.)
Could also be argued whether Chavez is a dictator - he's been legally elected in fair and open elections. He's quite a character, though, and an unabashed populist.
