My roommate is transferring to a UC in mid June, should I host a transfer or congratulations party?

I've hosted graduation parties before, but not for transferring. He's done really well: 4.0 so far, got a free ride to UC Berkeley or UC Davis. He has no family outside of Michigan.
Responses:
Are the graduation parties generally for an AA? Or is your's a 4 year college? If AA then I'd consider a transfer to be equivalent. -- nm

well, he technically graduated last year and got his AA, but stayed another year to take classes like o chem &calc because it was much cheaper
