It's historical so you can't buy off the rack, but you can raid constume houses. But it's action so you need multiples of every costume.

And since it's historical you have to use things like velvet and silks for the dress costumes, and there are probably multiples of them too. Yards and yards for each. And since it's action a lot of the costumes will get trashed, which is why the multiples, and a lot of the ones that don't will need special cleaning. And they might even have to special order or create the fabrics they need to use.
