Not really, there were some great pitchers and no one else was able to to do what he did.

Also, it was the dead ball era, no one had power like Ruth. Pitchers were also allowed to doctor the baseball in different ways, spitballs were still allowed for instance. The mound was much higher, giving the pitchers a big advantage. And yes, I understand all the players were white and so he didn't face some of the great black and latino players in the majors, no matter, he's still arguably the greatest power hitter in baseball history.
