than help out a few thousand sugar farmers with a few thousand dollars each.

I know what you mean though as (generalisation) the Democrats prefer to improve welfare through supporting goods and service providers like farmers, teachers, nurses, etc than indirect support for consumers

Plus they're politicians - and are more likely to win votes this way.
