My opinion is "this isn't your problem". Let the smokers worry about where they can and can't smoke.

If they choose an inappropriate place and somebody is offended then the offended party can approach them and deal with it.
And if this is some place you're renting that will have staff on hand then I would expect them to already have a smoking policy and that their staff would be in charge of enforcing it.
