(In Oregon, at least...) There is no such thing as "right of way". I joked to my wife - when she first asked "Who goes first?": Whomever hits the gas first.
That's basically the answer. The state says that you should respect everyone else's right and common courtesy suggests that the first person to stop should be the first person to go, but there's no law to that effect.
