Has anyone ever done immigrations at LAX?

I have not, but will be next next week. I'm arriving at Terminal 4, but it appears that the Terminal 4 immigrations is closed at the hour my flight is arriving, necessitating a walk to TBIT (and then back to Terminal 4 for my connection)
