The Arizona law means that police can ask someone for identity papers if they have reasonable grounds to suspect that person is an illegal immigrant. Essentially, that means someone who looks Hispanic and poor.
You're saying that people can identify others as being worthy or unworthy of charity. How are they going to do that? Based on how rich or poor they seem.
I'll use a less hyperbolic example. You're in a restaurant, and you see a grossly overweight stranger order a burger. You don't tell them they should eat a salad instead.
Similarly, you don't tell a person who looks well off they should pay more for their meal, or a person who looks poor that they should pay less.
