If so move those balances to the Citi care and use THOSE in case of an emergency.

Some balance. I'm a little under 50% of my total credit limit I believe. Student loan is the only other debt I currently have. -- nm

Move all those balances to the new card. You are saving money. You can also use the savings to help pay that card off faster.
