The whole point is that she COULDN'T know Jacob would throw him in. That's why she says the job is to protect it from men, because there hadn't been a Smokey before and she couldn't know there would be. Smokey was a problem of Jacob's own making and he spent the remainder of his life atoning for it. Preventing an evil Smoke Monster from leaving the island wasn't a part of the protector's job description until Jacob created him.
