9 and 10 are post the Time War so I guess they've got more to be emotional about. I'm currently listening to 8's episodes on BBC Radio 7 (available on the iPlayer) and he's very caring, just not always towards earthlings. Actually I'm really enjoying the radio episodes and his assistant Lucie Miller is great.
