You seem upset that the season ends with Gibbs "guilty of murder"

He's been guilty since forever. They showed him shooting the guy seasons ago.

Nothing changed except that someone in power now knows.

I think the Director knows, we know the lawyer knows.

And no matter the forensics, it's a long row to hoe to get a conviction 20 years after the fact.

And I think the Director gave Gibbs the go ahead to play along with the cartel. At least that's what I get with the nodding and the humming in their last scene.
