Since they have it for homeruns, even if some umpires won't use it.

You can't have it for balls and strikes. But plays at the plate, and force out plays like the one in the game being discussed shouldn't be that big an issue.

I think they also need to get rid of the "used at the discretion of the umpire" part of the rule.
