One thing about the more common perfect games....

you give a normal lineup conditioned to swing for power on every swing....I'd wager you probably have added 2-3 extra strikeouts per game....that in and of itself takes out a full inning.

Add in the idea that not many hitters are good anymore at situational hitting so just trying to make contact to them probably leaves a lot more lazy fly balls and such....more easier outs.

Just my 2 basic thoughts on the frequency in the last 20 years.
