then is doesn't make much sense for the Army to be suddenly jumping into this role on a full time basis then, does it?

they're simply using it as an excuse to establish a precedent for active-duty domestic deployment and eviscerate posse comitatus in the process. And I'm sorry if it sounds paranoid, but I just can't see any other reason for this.
