The planners in Santa Clara were all for it and those guys have proven themselves to be brilliant. PG&E basically put a measure on the ballot to stop other cities from doing what Santa Clara has done: have their own electric company. It's mostly green power, and it's so cheap compared to the rates everyone else has to pay.
