Up here, the state gov't got a ton of money when they sold the actual oil leases to the oil companies, and then collects taxes on everything they pull up and sell off. The indirect benefit to the citizenry is that we don't have to pay any state income tax, and have relatively low property and sales taxes, etc.
The *direct* benefit is that when we first sold the bulk of the leases, we put a few billion away and created the infamous Permanent Fund, which pays out the interest it collects to every (qualifying) citizen of Alaska every year. But this obviously is not a universal practice.
