Apple: We won't sell your comic because of the boobs.
Publisher: That's stupid. It's not obscene.
Apple: We don't care. Now if there weren't boobs, we'd sell it.
Publisher: Fine, here it is without boobs.

Clean Movies took it upon themselves to edit the movies how they saw fit. If they had said to the producer we won't sell your movie unless you provide a clean movie, then the producer could decide whether that outlet was valuable enough to bow to their demands.
