I'm actually thinking that they could have crimped the pipe and closed off most of the flow except they were hoping to capture the oil instead...

mitigating the loss of investment in the drilling, in doing the cut off they insured a LOT more oil in the enviorment. the whole idea of expoding a bomb would have crushed the pipe enough to seal it, but that would have wasted the millions already invested and prevented drawing any of that oil up.
