My corgi is a very well behaved dog, but he tries to enforce his rules on other dogs.

So if another dog stares at a person while they eat (something Bobby is not allowed to do) the herding dog instincts take over and he tries to get the dog to stop. Since the other dog doesn't think he's doing anything wrong, he's not too happy about this pushy corgi telling him what to do.
