That's a direct analogy of what we think the rule should be, but as the rule is now, my analogy is the accurate one.

Goal-tending is rarely intentional. This is an hard foul to prevent a dunk.

From what I'm reading, PKs are converted at 80+%, much higher than free throws, so the PK is a bigger than a foul in basketball.
