But other sports recognize the loopholes and weaknesses of the rules and change them appropriately.

For example, in the NFL in the last minute (or 2 I can't remember) an offensive penalty involves a runoff of time on the clock so they can't commit penalties to stop the clock. In the NBA, while the penalty kicks in after a certain number of fouls, in the last 2 minutes a team only gets 2 before the penalty kicks in so that teams can't save them up and use them at the end. You have to recognize the holes in the rules and try to fix them. Maybe this will be the impetus to do this in soccer, but I suspect this isn't the first time it's happened.
