1 better Refereee teams and not a fixed number of referees form each continenet so you have a well organised team

2 timed penalties a minor one give 2 min on the bench or 5 minutes a larger gives 15 min and a red card the rest of the game

3 GLT as soon as possible but also a video evidence in major leagues and international championships

4 you can always tweak the offside rule a bit but i think if you had video evidence than it would not be nessesary
