I know that HRSDC up here has a list of occupations that they issue work visa's for this very reason....

They tend to be much easier to get because they know there is already a demonstrated shortages of these types of positions.
I have been asked about these sorts of requests before at my office. Usually its for certain typs of chefs and working with very specific types of ethnic food.
