He chose C.C. because he feels he deserves the selection. But he also chose him over Pettite since he knew that C.C. wouldn't actually pitch and that he could replace him with Pettite later. Hughes got selected because he actually deserves to go to the game.
The only reason I can see him choosing C.C. over Weaver is that it's his player and he wanted to reward the guy that plays for him and not someone on another team despite the fact that he deserves it more than C.C.
You're right, he should have chosen Weaver and replaced him with Pettite but he went with his own man.
