I see it as a very cynical film. The "bad guy" wins, which is what happened. You're saying Hollywood ending, which would be Greg Kinnear getting dragged off in handcuffs. Instead, Damon tries to throw a punch at him and isn't even allowed to do that by the others watching. He's reduced to sending out an email to various media outlets and no fallout from that is shown, creating an implicit perception that the story wasn't reported since it was too negative.
