Put simply, if you hit 43 HRs in a year when 45 was the peak and 18 was the average, that carries more weight than hitting 50 in a year when 70 was the peak and 28 was the average.
It attempts to place all the hitters in historical context, ignoring what reasons any individual year might have been wacky.
Some are pretty simple, others are kind of weird.
