Our local bank has been hit three times by the same guy who's been caught on camera and hasn't been caught. How does that happen?

He dresses in a suit and a fedora-type hat. No attempt to conceal his face.

The point being, bank robberies typically net maybe $5-10k. But its automatically armed robbery, even with no gun.
