Inception question (minor spoiler) about the "projections"

The more I think about it the less I like it...

The question is why are all of the dreams populated by projections from the dreamer's subconscious (and lots of them), but the world that he & mal created was just them? They supposedly built a whole world and there were no other projections?

I don't mind movies that make up their own rules, but they have to be consistent about them. There were a fair number of inconsistencies in the main heist, but I don't want to watch the movie again to check them out.
