If that was indeed Limbo.
It had so much in common with the scene in the first dream that we see him in that I just don't know.
I think it was supposed to be. But if there were projections whose were they?
Is Limbo a shared dream space or does each person have his/her own Limbo?
If it is the latter, then Cobb may have projected the very few guards as a means to get him to Saito.
If it's the former, then it may be that there can be projections but only the bare minimum to protect the dreamer.
