STIS: what do you think is going on in this scenario?

last weekend, I was meeting my friend Yomi for lunch. She has hit hard times recently, and is living in a "spare" building owned by her church, on the outskirts of Baltimore. It is located on a side street, not on a main drag. I am sure there are many people coming and going on this little stretch. It is a black evangelical church, very active.
When I went to pick her up, I immediately noticed that some people were sitting in their cars, parked on the side of the road. I looked for a place to park, and passed a woman in her car. She looked me straight in the eye, didn't look away as I would expect. Caucasian, in her 30s, no makeup, casually dressed. I also noticed some men sitting in their cars. One was in his 40s, casually dressed.
While waiting for Yomi to come out of her buildling, I saw a car pull up to another car, and the drivers talked to each other. Everything happened pretty quickly and I tried not to look directly at people, but I thought it was weird. I also saw a very expensive car ( a Lexus) pull away.
how do you interpret this situation? Yomi is a bit naive and does not think anything illegal was going on.
