there is a level of neglect there, at least - I didn't see anyone ask: have you talked with the parents about it? your mom?

we bathe regularly for good health/hygiene reasons, and the lack of that stood out to me from what you shared.
and here's the usual def. of emotional abuse:

if kids aren't being given what's needed for them to grow and thrive mentally, that's a thing.
I do it myself a lot, but I know that comparing situations to worse ones isn't always a good thing.
