Woman in front of me on sidewalk today was wearing a royal blue dress and brown leather boots. It did not work.

They were that light brown leather (as was her handbag). The boots weren't the right types of boot to wear with a dress, the bag was too big, and the blue and brown she chose didn't work together.

I wanted to help her but was rushing to work.
