I often wonder if we focused on reducing class sizes in the very earliest grades, if class size would be less of an issue in the higher grades.

Have a student/teacher ratio of 5 to 1 for k-3 so the kids get one-on-one, intensive schooling and then progressively move them to larger classes as they age.
If you learn how to learn at an early age then class size becomes less of an issue because you have a stronger foundation.
