most of my towns have two warehouses now. first to go was the academy, I'm down to one now. Not all towns require a barracks, especially if there is another town next door. wine towns don't really need a museum but you'd need a lvl 32 tavern to saturate a lvl 24 town and might not have anything to feed your other towns, so you really need one. a maxed out museum can only satisfy a lvl 16 town IIRC.

I think the warehouse is only building you can have multiples of. to reach the max, gov res 11 you need to pave the town with lvl 40 ware houses, no tavern no spyhut.
