That is an odd response. Considering they can't give details, that doesn't sound good to me.

Bottom line...when someone gives a good reference, they'll tell you how great the person is, because they want to help them get a new gig.
If they were bad employees, legally, all they can say is they're not eligible to be rehired...or something like that.
Course...if this is a big company and you're dealing with an HR person who didn't even know your applicant...then who cares what they say.
