What would be the fairest way to handle a spike in utilities for tenants...

I'm currently paying for utilities on my Vegas house, and it's normally a little over $100/month for everything. I did say that in the summer when AC is required 24/7, we'd figure something out. Looks like AC costs around $200/month more for the three really hot months. There are 4 tenants.
If you were a tenant, would you rather pay an extra $50 per month for the three hot months, or would you rather pay an extra $15/month all year? The first way is a little harder to budget for, but the other way is less fair to the person who lives there during the winter and then moves out before summer.
