He was still owed $20 million, so they're only paying 60%. Also, the Astros would have been under local pressure to trigger his $16M option.

Given Oswalt's relative mediocrity over the past three years, Happ may be long in the tooth at 28, but it's reasonable to think that they'll get relatively similar performance from him over that period.
This is one of those "the best they can do" deals.
