Not everyone. Jo, Henry and Allison usually don't. Fargo always will because that's his personality.

The other characters are usually characters that don't interact with the sheriff much or at all.
Plus, if a scientist is telling you that the [insert tecnobabble here] is [technobabble] then that's usually going to carry more weight than someone drawing analogies and using layman's terms.
I think the issue is that too many plots revolve around the common man solving a problem the eggheads created and can't fix.
