For the Jays sake, I hope it's a matter that can be fixed. Usually guys who are actual basestealing threats don't ever get caught at that rate.

Check the minor league stats of guys like Juan Pierre, Jose Reyes, Michael Bourn, Vince Coleman, Rickey Henderson, they never get caught at 45% rates. 30% is high for speed guys.
