the pacific is larger and has relatively more of its area spread over the tropics, so it makes sense that it'd be warmer on average.

the gulf water warms the western atlantic, and polar water cools the eastern pacific, but there are also polar currents in the atlantic and tropical ones in the pacific that do the opposite.
