I don't agree....but more to the compare of Wall-E & TDK...I think the 2nd half weakness of Wall-E is a much more acknowledged issue.

For your complaints, I think the distinction between the corruptibility of Batman versus Harvey are something that makes this entire movie tie together.
When faced with an agent of chaos, how society reacts / faces down that challenge is pulled together with the 3 heroes and their varying changes of principle.
Maybe they coulda dragged Two-Face to movie #3, but it woulda been nearly impossible to replicate that feeling of chaos without Joker again being featured, imo.
