Cappy Question for those brave enough to look....

I am getting recruited by another company - and the one I am at so far hasnt delivered on what they promised would be my role - i have some of the roles but not the power to truly deliver what I was asked - they arent acting like thats an issue at the moment. But we are small and going back to investors for more funding (people dont seem worried) but I feel like I am out on an island (sorta like a six-sigma black belt consultant). I recognize if things got tight I would likely be expendable since they didnt name me VP and give me direct reports like expected - i dont know that isnt still coming but anyway.
The other company is very interested in my support management skills and ability to turn a team around and make them really perform. The question comes from its likely they wont be able to match my current salary tho the HR lady said for the right person they would figure it out....I gave them the out that if they wanted to give me a sign on bonus in lieu of a LITTLE salary that might be a discussion point.
So I am curious so to how many of you would look at this...if I like the company and the new posistion (if offered) - say they offer 5K less than my current base salary but offer me a 10K signing bonus would you feel that is equal to current, better or great. (they are more finanically stable than current company).
10K now would eliminate about 300-500 a month in regular bills as well - is present value of those dollars worth more than the future?
