I think the point is that yes, if 200 million people stopped buying peanut butter then yes, the effect would be the same or worse.
I read the article as noting that the 5% is such a small portion of the population, but have such a large effect on the economy. It's not that the 5% control the whole thing, but have such a greater impact per capita than anyone else.
