Question: is the US officially at war?

Regarding the story on B2, the senator said "Private Bradley Manning appears to be guilty of treason in time of war"

But is the US really at war? It's not like the "War on Terror" is a real thing.

Or else all the drug dealers would be guilty of treason in a time of "War on drugs"
