The point that I have yet to see refuted is, while no one is going to lay people off b/c of a chance at tax credits later...

many people are debating whether they need to lay people off anyway. And are likely delaying until they obviously have no other choice b/c laying people off isn't fun at all. And if something came along that said, y'know, conditions might be such that next year, if things improve, you can hire people back and defray some of the hiring cost with tax credits.... well shit, some people might just use that to pull the trigger on something they probably needed to do anyway.
