I suppose you could fall back on a general tort claim of negligent or intentional infliction of emotional distress.

Or even some type of assault if threatening behavior is involved. And in some cases, there could be a Sec. 1983 (denial of civil rights) claim, too. But that's about all I can think of off the top of my head.

However, I'm sure that JackDawson will be along any moment now to nit-pick my answer and tell me why I'm wrong, so maybe he can point out something I missed. ;-) ;-)
